Ed, when properly installed, code-approved composite deck railing (such as Latitudes Composite Deck Railing) and aluminum deck railing (such as Deckorators Aluminum Railing Kits) are perfectly safe for use on raised decks and balconies. As always, check local building codes and manufacturer's code compliance reports as well as installations instructions.
